A platform can market itself internationally and still restrict residents of particular jurisdictions. CIL therefore treats country eligibility as a research field, not an assumption.
Evidence standard
Verified availability requires sufficiently explicit first-party evidence. Ambiguous marketing language remains “Needs verification.”
